The port labor in Vietnam is undergoing a rapid and significant transformation. Amidst the strong trends of automation and technology application, port labor need to enhance their skills more than ever. This research explores the components of digital competence framework for port labor, providing a basis for managers to assess worker’s capabilities and subsequently determine appropriate solutions for workforce development. Through theoretical research, semi-structured expert surveys and expert validation, the research team proposed a five-component digital competence framework reflecting current societal needs for the necessary skills of port labor.
