TÁC ĐỘNG CỦA IMO 2020 VÀ EU ETS ĐẾN THỊ PHẦN XUẤT KHẨU DỆT MAY VIỆT NAM TẠI EU: VAI TRÒ CỦA CƯỚC VẬN TẢI VÀ CƯỜNG ĐỘ KHAI THÁC LOGISTICS

Nghiên cứu tập trung phân tích tác động của các quy định giảm phát thải hàng hải, cụ thể là IMO 2020 và EU ETS, đến năng lực cạnh tranh xuất khẩu của ngành dệt may Việt Nam sang thị trường EU giai đoạn 2018–2024. Thông qua bộ dữ liệu thứ cấp theo tháng với 84 quan sát và phương pháp Mô hình cấu trúc tuyến tính bình phương tối thiểu riêng phần (PLS-SEM) kết hợp kỹ thuật Bootstrapping để ước lượng và kiểm định các mối quan hệ đa tầng giữa các biến: giá nhiên liệu VLSFO, giá bản quyền carbon EUA, chỉ số cước container, cường độ khai thác logistics, kim ngạch xuất khẩu và thị phần. Trong đó, kim ngạch xuất khẩu được sử dụng để phản ánh quy mô tuyệt đối của hoạt động xuất khẩu, trong khi thị phần được xem là thước đo năng lực cạnh tranh tương đối của ngành dệt may Việt Nam trên thị trường EU. Kết quả thực nghiệm chỉ ra rằng chi phí tuân thủ quy định xanh làm gia tăng mạnh mẽ cước vận tải biển, gây suy giảm đáng kể cường độ khai thác logistics tại cảng. Mặc dù tổng kim ngạch xuất khẩu vẫn được duy trì nhờ sức cầu lớn từ EU và nỗ lực điều tiết tỷ giá, song sự suy giảm cường độ khai thác logistics đã tác động tiêu cực trực tiếp đến thị phần, phản ánh sự sụt giảm năng lực cạnh tranh tương đối của ngành. Từ đó, nghiên cứu đề xuất các hàm ý giúp doanh nghiệp và đơn vị vận hành cảng chủ động thích ứng thông qua việc xanh hóa chuỗi cung ứng và tối ưu hóa vận hành nhằm duy trì lợi thế cạnh tranh bền vững.

Abstract

The study focuses on analyzing the impact of maritime emission reduction regulations, specifically IMO 2020 and EU ETS, on the export competitiveness of Vietnam’s textile and garment industry in the EU market during the period 2018–2024. Using monthly secondary data with 84 observations, the research applies the Partial Least Squares Structural Equation Modeling (PLS-SEM) method combined with the Bootstrapping technique to estimate and test the multi-layered relationships among variables, including VLSFO fuel prices, EU carbon allowance (EUA) prices, container freight index, logistics intensity, export value, and market share. Export value reflects scale, while market share captures relative competitiveness in the EU market. The empirical results indicate that compliance costs associated with green regulations significantly increase maritime freight rates, thereby substantially reducing logistics intensity at ports. Although total export value has been maintained due to strong demand from the EU and exchange rate adjustments, the decline in logistics intensity has had a direct negative impact on market share, reflecting a reduction in the industry’s relative competitiveness. Based on these findings, the study proposes policy implications to help enterprises and port operators proactively adapt by greening supply chains and optimizing operational efficiency, thereby maintaining sustainable competitive advantages.
