This paper reviews energy optimization in control allocation for autonomous underwater vehicles (AUVs), analyzes key implementation challenges, and proposes a scenario-based evaluation framework. Unlike previous reviews that often treated trajectory tracking, force allocation, or fault tolerance separately, this paper connects three layers of the problem: AUV and actuator modeling, constrained allocation algorithms, and mission preservation under degraded actuation. Pseudo-inverse/WLS, quadratic programming (QP), SQP/MPC, and AI/RL-based approaches are compared in terms of advantages, limitations, applicability, real-time requirements, and suitability for energy-aware allocation. The paper also identifies practical challenges, including actuator nonlinearities, saturation, battery power limits, ocean-current disturbances, hydrodynamic model uncertainty, fault-diagnosis delay, and the lack of common benchmarks. A scenario-based framework is then proposed for numerical simulation, semi-natural testing, and hardware-in-the-loop experiments, using metrics such as mission energy, peak power, saturation ratio, computational time, and mission completion capability. A 3-DOF numerical case study is included to illustrate how the proposed metrics can distinguish allocation algorithms under current disturbance and actuator degradation.
