Abstract
Implementing digital transformation is considered an urgent task for seaport enterprises to improve their competitiveness. It is necessary to identify the factors that determine the success of digital transformation. Therefore, this study was conducted to identify the factors affecting the successful implementation of digital transformation in the Hai Phong seaport area. The study applied the Delphi method using the Technology - Organization - Development Environment framework based on stakeholder theory, resource theory, institutional theory and technology acceptance theory. Accordingly, the set of criteria includes 14 sub-criteria grouped into four groups of criteria: Stakeholder cooperation, port capacity, acceptance of new technology and factors from the external environment.
