Abstract
Global climate change is affecting Vietnam and countries in the world. The maritime industry of Vietnam and the world has been having a significant impact on this issue. To minimize and prevent sources of pollution from ships, the International Maritime Organization has issued the 1973 International Convention for the Prevention of Environmental Pollution from Ships and the 1978 Protocol (MARPOL 73/78). MARPOL 73/78 is an important international convention aimed at preventing sources of pollution from ships. In particular, Appendix VI regulates issues related to technical standards for ships, fuel standards and other requirements for ships to minimize and prevent air pollution. However, the effective date of annex VI is slower than other annexes of MARPOL 73/78, and Vietnam’s participation in this annex of MARPOL 73/78 is also slower than annexes I and II. Since Vietnam officially became a member of this annex, Vietnam has actively implemented the provisions of the Convention with the aim of preventing global air pollution. The article focuses on analyzing the results that Vietnam has achieved and the remaining problems in the process of implementing the annex. At the same time, the author proposes measures to help Vietnam continue to improve implementation efficiency, minimize and move towards a zero-emission ships in the future.
