Abstract
Dumping waste and other materials at the sea is a common activity in most countries in the world, including Vietnam. This activity is not only intended to treat waste and other materials that are difficult to handle in a land. In addition, this activity also aims to develop some areas and seaport waters. To control and prevent the impact of this activity on the environment, the International Maritime Organization promulgated the 1972 London Convention (LC 72) and the 1996 Protocol (LP 96). These two legal documents play a particularly important role in creating a legal corridor to ensure compliance with regulations on dumping waste and other materials at sea. Evaluating the role of these regulations and evaluating their implementation in some countries in the world can be lessons for Vietnam in the future. The article focuses on analyzing and evaluating the provisions of the 1972 London Convention and the 1966 Protocol. At the same time, the article also analyzes and evaluates the participation and implementation of the provisions of the Convention and Protocol in some countries. Through that, the author gives experiences for Vietnam to continue improving regulations on dumping waste and other materials at sea.
